Stellar is searching for an experienced and strategic Change Manager to support a Budget Management Transformation Project within a broader organizational change program in the public sector. This is a unique opportunity to drive meaningful transformation in financial practices while building change capability across the organization. Responsibilities:

  • Apply structured change management methodologies and best practices to deliver successful project outcomes
  • Create tailored change strategies and plans based on situational analysis, stakeholder needs, and the scale and scope of change impacts
  • Facilitate collaboration across departments, conduct key stakeholder interviews, and maintain strong communication with all levels of the organization
  • Equip leaders with tools and support to effectively manage and champion change within their teams
  • Work with Learning & Development to ensure targeted training content improves financial literacy and encourages adoption of new systems and behaviors
  • Track the implementation of change initiatives, evaluate effectiveness, and provide timely updates to project leadership and governance groups

Qualifications:

  • Minimum 5 years of experience in change management, ideally within large, complex public sector environments
  • Demonstrated experience supporting finance-related projects or financial systems transformation
  • Strong knowledge of change management tools, including communication planning, stakeholder engagement, and training strategies
  • Excellent interpersonal and communication skills, with the ability to influence and collaborate across all levels of an organization
  • Bachelor’s degree in Business, Finance, Organizational Development, or related field; Prosci or equivalent certification preferred

Pay Rate: $100-115/hour
